Addressing the increase in illicit activities in the Americas, with special emphasis on drug trafficking.

ABOUT COMMITTEE:

When the year 1989 is mentioned, it must be kept in mind that a silent conflict raged throughout the globe, which still continues to this day. Smuggling rings weaved intricate webs, transporting not just narcotics, but also weapons that fuelled regional conflicts and resulted in millions of casualties across the western hemisphere. The leaders of prominent cartels and drug kingpins of Latin American states, controlled the entire production and distribution of narcotics such as cocaine, heroin, and marijuana, which contributed to violence and despair. These narcotics destroyed not only individuals but also families, and communities and undermined the very social fabric of all nations.You, as delegates, need to keep in mind that international cooperation is absolutely essential, though it might be a bit challenging since cold war dynamics too come into play. Countries, particularly in Latin America, were used as proxies in the Cold War, which further aggravated instability and contributed to drug trafficking activities. This very war on drugs, is a battle against powerful organisations and a desperate struggle against the grip of addiction. Keep in mind, the best delegate of this committee will not be someone who can simply just dominate the committee, but someone who can guide the committee to address the plethora of problems at hand by providing impactful solutions through top notch speeches and carefully crafted paperwork. The ultimate goal of the committee? A world where the only thing high on the agenda is our collective well-being.

Delegates,

This very statement made by Pablo Escobar perfectly encapsulates the essence of this committee in one sentence. Be prepared to always expect the unexpected. Delegates, we are honoured to welcome you to the Organization of American States, 1989, a committee which promises to always keep you on your toes.

This committee is set in a period when the ever-looming threat of illicit activities, ranging from money laundering to drug trafficking, is at an all-time high. Millions of lives across both the American continents are being ruined, and the power and authority of drug cartels have reached their zenith. These cartels are characterised by their extremely violent and malicious nature, and their activities include multiple assassinations, kidnappings, bombings and so forth. Despite desperate efforts made by almost all governments, these issues continue to plague the region. Oh, did we mention that Cold War dynamics are at play? The number of problems the delegates of this committee have to address is more than the number of times a certain chairperson has died inside while watching the Boston Celtics play in the NBA playoffs.

As diplomats, you have been handed the baton of your state’s foreign policy in the oldest regional organization that continues to exist (hopefully will still exist after the committee is over). You wield utmost power and have access to your state’s entire arsenal, feel free to use it to the best of your capabilities. Remember delegates, in this committee, success isn’t measured in kilos unlike other substances, but in deliberate diplomacy, impeccable lobbying, fiery speeches, carefully crafted paperwork and groundbreaking resolutions.

As your chairpersons, we expect the committee to provide impactful solutions to all of these aforementioned problems, while also being prepared to adapt to the dynamic and ever changing nature of this committee. Will the surprises we have in store for you be good, or not so good? We hope to find out.
